v0.2.3 Big AI Update

- Reworked the navigation AI so that cars don't get stuck on obstacles and arena walls. There is the occasional car stuck but this will be fixed with the new arena assets.

- Also did some major code restructuring that will help adding new weapons and AI behaviors in the future
